On October 1, Health Resources and Services Administration (HRSA) announced an additional $20 billion in funding available to frontline healthcare providers. Previous phases distributed millions of dollars, using formulas based on Medicare payments from 2019 (Phase 1 which was automatic) and overall reimbursement from 2019 (Phase 2 which was available by application). Starting yesterday, October 5, ground ambulance services can apply for additional funds through the HHS Provider Relief portal. The funds cover financial losses and expenses directly related to COVID-19 which have not been reimbursed by another federal or state government program. Applications must be submitted by November 6, 2020.
Please note that health care providers that previously received, rejected or accepted Phase 1 or 2 payments are still eligible for Phase 3. Also, previous ineligible providers (i.e., those who had no data for 2019, because they began operations in 2020) are eligible to apply for this Round 3 funding, which is designed to help cover lost revenue and additional expenses due to COVID-19.
The amount of the Phase 3 payments will be calculated by taking into account changes in operating revenues and expenses as well as any payments already received through Relief Fund distributions. HHS encourages providers to apply early. As with Rounds 1 and 2, the provider must accept the Terms and Conditions document, which is largely similar to that for Rounds 1 and 2.
